My 1st thought was you'd better think about a buffer tank, Baxi's only modulate to 35k.
Taco I-Series mixing valves can be bought with either setpoint or ODR control.
You'd be better off with a mod/con that modulates much lower than the Baxi and has ODR built-in.

I was thinking of the Taco pump block
Its kinda pricey for the system size but I know it will work well. I am using thermal board its a Granny unit about 700sq feet. I was thinking of a mixing valve with an actuator tied to outdoor reset control.0
