I have a friend who has a raised ranch with a garage in the basement. The garage is where the oil tank is. The furnace is in a mud room just off the garage. The original owners had the tank installed and the bottom of the tank is around 3' off the floor. No one will fill his tank except the original oil supply company who's been doing it for years before he purchased the home. Is there any reason as to why the tank would be so high? He wants to drop it down to make it easier for them to fill and maybe run a fill pipe outside thereby he can shop around for other oil suppliers.

The oil burner that the tank originally sullpied was likely a gravity fed burner. Old old stuff. The tank needed to be higher than the burner so the oil can be drained out.
If the tank has long long legs like that it means its pretty old. It would be wise to replace the tank rather than simply lowering it. I would suggest a ROTH http://www.roth-usa.com/usa/Pfueltank-a.cfm

both fill and vent must terminate outside building

And the vent must be visible from the fill location.
