Oil Tank Heater

I have an enclosed entrance on the back of my building. We call it the doghouse, it is a wind and snow break for the door on the north side.
During the winter I have an electric radiator type heater on low to avoid having to go to blends. The oil line comes into the building and follows one of the building HW pipes to the boiler so the oil is warmed before getting to the Reillos.
Are their tank electric blankets that operate only at freezing temps? The heater I am using is not an "official" tank warmer and maybe should come back in to warm feet. A small blanket type that is made for the purpose might be more efficient and better thermostatically controlled at the lower temps.
