Hot risers from boiler in summer

My boiler provides heat via a one pipe steam system and hot water via a tankless hot water system. There are two risers that come out of the top of the boiler. These two risers are both hot during the summertime (warm weather) when the system should not be creating steam. The pipes are only hot to the touch up to the header. I'm just curious if this is normal? If not, is there an easy way to reduce the temperature of the water being heated inside the boiler? It seems to keep the basement a bit warm, which is not good in the summer. Maybe I should just insulate the risers? I'm not an expert in this area, so hopefully I've explained the terms and situation correctly (I have read Dan's books on steam heat). Thank you for any advice.
