US Freezes Solar Projects for 2 Years: What's Going On?

Environmental impact is something we need to be conscious of in everything we do, but this seems to be the wrong way to go about it. I think we're running into a problem where no one knows what to do so they call for a multi-million dollar study.
What is the environmental impact of halting alternative energy projects on federal land? I think we should have a study to determine what will happen if we do a study. ;-)

Feds claim environmental impact study needed
This was announced the day after Congress left for vacation. Projects halted are those on public land. Just seems like such a wrong way to go at this particular time given the energy crisis.

100,000 dollars every 18 seconds. I think we want to study the wrong study.
Sounds like the company I work for. They want to do a study say on the cost of lumber before they buy it. By the time the study is done, and decide to buy the lumber. The cost of lumber went up, so they want to do another study.
