Given the price for oil these days, I'd suggest adding a containment tank (as in the REM cat) with a lock securing the access cover.

Outside Oil Tank
Anybody have a link to the code concerning above ground outside oil tank installations in Mass. My main area of concern is clearances to windows, doors, patios etc. And if I decide to enclose it what would be required for access.
