b vent for outdoor use

in THE MAIN WALL
here we do run some b vent exterior but I feel "all fuel" is a better way to go.

    b vent usage

    I need to replace an old existing 4 story apartment building vertical chimney. the boiler is in the cellar.
    the existing is 14"rusted single wall. can b-vent be used for this application or is there something which is better ?
    will manufacturers stand behind the installation?
