Snow melt

Has anyone installed insultarp under pavers for a snow melt drive? The one we have installed is melting fine, however the pavers are loosening up. They were set on 8" base with 2 1/2" quarry dust over the insultarp. If anyone has any information on this we'd appreciate it.

I haven't intalled under pavers myself, but my Insultarp rep who is also my Wirsbo reps had said that you need to have gaps in the insulation so that the water has a place to drain through otherwise ice daming could pop the pavers.
It makes sence to me.0
