Usually a T with the branch side the larger of the sizes. The usual trade terminology on a tee is to order by run-run-branch sizes. A tee that is 2" on the runs and 3"on the branch would be called a 2x2x3 bullhead tee.
It tends to slow down the steam velocity in the system as the 3" is feeding the two 2" lines in different direction with 2-90 degree turns. Have seen a lot of them in steam systems and they do work, but not the best way to pipe.
