Nothing wrong with too little CO but too little CO2 indicates poor efficiency, low temperatures and possible venting problems. This could eventually lead to an unsafe condition. All fuels burn @ 99.99% or better their actual CO2 content. The CO2 is then diluted by excess air. Low CO2 means too much excess air or too little fuel.
Sometimes it is necessary to reduce CO2 to reduce CO. But then sometimes it might be necessary to increase CO2 to decrease CO.0
