One pipe steam boiler - Many wrongs? (photos)

First, compared to my radiators, similar house, this is small, only rated at 155,000.
I am not a pro, but from what I see / don't see with the near-boiler piping, I am surprised that the neighbor says their heat works OK!

Just because steam makes its way through that piping doesn't mean something good is going on.

What if that was piped properly and all of sudden their fuel usage went down 10%, giving them something to compare it to?

because there's at least four feet of height between the waterline and the steam mains. But it would work even better with a proper header. Like this:
