To whom it may concern,
I'm a remodeling contractor in Maryland bidding on a residential project that has this type hot water heat.
At some points of the remodel these baseboard units are going to be interupted do to bumping out the building. We were hoping to reuse the units in the new bump outs. These units average 8' in length. Can this type of fin radiant heat be cut and spliced, or does one need to have it sized at the manufacturer's plant for specific sizes?

The short answer is
yes, these units can be cut and spliced. Whether or not you want to go this way is another question though.
You will need to do a heat-loss calculation on the space as proposed, to see if the existing baseboard will heat the space when it gets cold. If it will, fine. If not, you need to add more.
