pressure

I have a Slant/Fin (through the wall venting) hot water heating system. [Propane]. 150,000 BTU. I was listening to the exhaust outside and it was an uneven flow of air coming out. It sounded like the pressure was going up and down at approximately 1 cycle per second change. The propane serviceman replaced both regulators one at the tank (500 gals.) and the secondary where it enters my house. He told me the problem was in the boiler. {its 4years old} What is causing the pressure swings. Thank you in advance for any help.
