Zone options for Steam System

I'm considering purchasing a multi-unit building with oil-fired steam heat. There are two apt's on the lower floor and a third apt on the second story. Currently, the heating is controlled by the apt on the top floor. What options are available to provide 'zone' heating.

Thermostatic radiator valves
to replace the radiator vents, and an outdoor-reset control like Tekmar's new #279 to cycle the boiler. This way tenants can turn down the radiators instead of opening the windows, and the Tekmar will keep the building from overheating.
