Radiator will not stop whistling - even when it's off!

I live on the 6th floor of a building, and I haven't turned on the radiator in just about 2 months. It always makes a certain amount of noise (I imagine I still hear it on account of it being on for the rest of the building), but for the last 3 days or so the high-pitch whistling has been pretty much NONSTOP even though my radiator is off! I live in a studio, so it has been absolutely driving me up the wall and I don't know what to do with it!

Julia, is this a steam system or a hot water system?
If steam and it goes from positive pressure to vacuum, you can get whistling, usually be a malfunctioning vent, although this is rare. That it is constant, not cyclical is puzzling. Is it on that one radiator? Or do other tenants hear it also?
If the system is hot water, water being essentially incompressible, it can transmit sound and take on harmonics from a circulating pump, even radio frequencies if they find a resonance level.
Any more information and detail you can provide? Time of day? Change in pitch?0 -
