stuffing those cavities
I am working with someone who took an R19 encapsulated batt of fiberglass and stuffed it into an old-style, 2x4 true dimension stud cavity.
Now, we all know when you do that, you don't get the R19. But, how much would you de-rate it?
If we filled it with loose pack fiberglass, we'd get close to an R14.
Are we worse than the R14 if it's packed with fiberglass too densely? That is, if you put in, say, an R13 batt, would it outperform this densely stuffed "R-19"?
Or are you still ahead of the R-13, but just not by very much (call it an R15)?

Stuffing Insulation
Since the insulating value comes from the trapped air, not the trapped glass fiber, I would expect the R-value to go down not up if you stuff in more glass fiber.

Rob, Try pasting this PDF link

I could not post the actual document on account of copyright, but it is on the web. The tables near the end of the document corroborate what I have read before, that you do loose R value on an accelerating basis. Still, the end result is slightly better than the "specified thickness for the stud cavity".0
