Oil flue sizing

Looking for a chart to close a dispute on whether a flue serving a oil furnace and oil water heater is undersized.

Currently the furnace (140k) fires into an elbow through a tee with draft damper into a 90 through a tee servicing the water heater into the flue. The water heater fires into a 90 on top then a 45 and short pipe a 45 and into the tap of the tee. The tee branch is horizontal as is the pipe servicing the water heater (will be addressed). I know this should be a wye.

The issue is sizing at this point, the physical layout will be addressed separately.

Looking for a NFPA chart or similar. Anybody?
