Best Heat for Situation

I currently have a two-floor (2nd & 3rd floors) apartment on one zone, heated by a steam radiator system w/ an oil-fired boiler. I want to split the apartment into two separate living units and heating zones, so that each tenant has control of, and is responsible for their own heat usage and costs. I want to know what makes the most sense in terms of the environment and efficiency, both fuel and cost.

I'm planning to maintain the current heating system for the larger of the two units (2nd floor) and install a new system for the smaller unit (3rd). The third floor unit has the same perimeter as the second floor, but as a top floor, it has less area to heat due to the pitches of the roof.

I'm considering a pellet stove for this unit, but I think I need something more substantial. I don't want another oil system, but I'd like to hear any suggestions. Thanks.

    I would do a gas space....

    heater. Maybe a Rinnai. Pellets would be a pain to lug up 3 floors...and the clean up.How many sq. ft.?

    How about a Baxi Luna with the Modulo waterheater.It's kinda like a stackable washer/dryer setup..It kicks butt...

    Also Triangle tubes Prestige is great..
