fault on viessmann boiler

I'm having a problem with one of our boilers. We have two Vitodens 200 modulating. The boiler #2 which is dedicated to the domestic hot water(indirect Super Stor) doesn't seem to be working. We have a service tech here now, but without luck. The cascade board(module) is blinking for boiler #2. And the fault states ouside sensor. We can't seem to get it bypassed in order to get the DHW going. On boiler #2 I noticed there's no setting for temperature and was wondering if this could be the cause. Any suggestions would help.
