white dust on boiler

Hi, I have a peerless wbv-3 boiler w/ the riello burner. I'm noticing some white dust on top of the boiler. I wipe it off and appears a couple days later.
I also noticed in the last heavy rain that my chimney was leaking some water around where the smokepipe goes thorugh the cement. Chimney is on outside of house, exposed on 3 sides.
Are the issues related.
The boiler was installed last summer.

    Time for a stainless steel flue liner about $1,200.00 or clean out the base of the chimney and flue. Turn off the boiler take off the flue pipe get a good shop vack and go to it. About 2hrs out of your life. Throw out the shop vac filter when done it ain't worth cleaning. Call the guy on TV that does dirty jobs maybe he will do it for free? Happy Easter from a HO

    Check the installation Instructions for the Venting and make sure that it was installed correctly.(When venting is installed outside it losses it's draft, because it is exposed to the cold).

    What you MAYBE are seeing is Flue gas Condensation (it is very acidic! and will deteriorate your venting/ boiler).. there can be many causes why it's doing this..i.e Improper Venting or Improper piping.
    Ether way I would call a Pro and have him/her check it out..
