Oversized steam boiler

I was called to trouble shoot a mouat steam system. The boiler was cycling on the pressure control set at 2 oz because if it was set higher they were blowing steam through the condensate pump. The system is vented throught the condensate pump which was wired to be activated by a mcm pump control on the boiler. Water, if needed was introduced into the condensate receiver tank.
All of the original vents were in place, but steam was blowing through the vents.

I c ouldn't figure out why the steam would be blowing through the vents a 2 oz of pressure. I finally surveyed the connected radiation and found that the boiler was twice as big as needed.
Question #1 Is the steam blowing through the traps because of the oversized boiler?
Question #2 What can be done to correct the situation short of replacing the boiler?
I did not install the boiler. As a heating steam heating contractor, I was asked to help out a friend.
