1870 Crane Radiators

I found a house full (14) of these radiators in various configurations. They are identical to the pictures on pg 14 of Dan Holohan's Book "EDR".
Since each tube is connected only to the next one at the top, how does the steam get through all the tubes to the last one which is where the air vent is located?
All of the ones that I have heat to some degree but not all heat as well as others.

Steam is lighter than air
so it rises to the top of each U-tube, displacing the air down to the base. This process repeats until it reaches the last tube where the vent is.
