Should I insulate returns in apt building basement?

Own & manage a 19 unit apartment building in NJ. 2 pipe steam system w/wet return. Very tight building. Controller is Heat-Timer which I use in Night mode only. Mains in basement are all insulated. Does it pay to go through the time and expense and insulate the returns in the basement? I've gotten different answers from service techs but none detailed enough to convince me.
