Before replacing a gas furnace, what should be done to ensure a proper installation? And who should do it? The installer? Home owner? or a third party adviser or inspector?

#1.) determining the actual size of furnace/boiler, whatever is needed to properly heat the structure.0 -

I would go with at least two out of the three that way any dicrepencies could be hammered out before hand. I would say normaly the installer and yourself, or a third party whom represents you however if the change out involves an architect or engineer that may preclude the installer or yourself. Then again all three is OK too0
