That's the same wall tile we are removing. I will have the wall open up so I plan to take the supply/return back into the wall. Door trim is the same too!
Bathroom is just 35 Sq FT and I ran the figures quickly with slantfins heat loss to come approx. 3400BTU. With the TRV I wasn't to afraid of oversize.
When the floor comes up I would like to do some floor warming, buts that's another day.

Mounting Panel Rad
I have a small bathroom with a heatloss of Approx. 3,300 BTU.
I am mounting a panel rad on the wall and not sure on the height above the floor. It will be mounted in the area, just below the towel rack and hoping for a benfit of heated towels too.
How far off the floor?
Is under the towel rack a bad idea?
This could be a 15"x24" rad.
What factors should I consider?

This is the rad in my upstairs bath... Please don't poke fun at my 1970's tile job! I have it only high enough off the floor to fit the iso valves and piping (5"). You could get by with a smaller gap, I have 2 that are 2.5" off the floor due to low windowsills/ large rads. It is under the towel bar for nice toasty towels. The offset in the piping is due to a large beam that runs beneath, the rest of the rads in my house pipe straight down through the floor. I used the factory wall brackets, love them. This brand is Biasi but they all look similar. Good Luck with your project!0 -
rad height
As high up as you would like I would say, I have seen them mounted quite high before (2' off the floor & such). But I think they would look silly unless piped from the back like it sounds like you are doing. See mine for about maximum height from floor w/floor connections. I had looked at a Stelrad STR specialty rad with built in towel bar but the cost was somewhat steep, so I went with Biasi w/existing bar.0
