Balancing the heat

My house has a two-pipe steam system from the 1930s. At each radiator there is a valve in the steam pipe. Can I use these valves to "turn down" the heat in some rooms to balance the temperature, or would having them closed or partially open create some kind of problem with steam pressure/flow/etc.?

steam has a valve you can throttle but if not used in a long time may not work

With a two piper
You can close down on the supply valves to balance, without much ill effect.
If you close down much on very many of them, you take some of the load off the boiler, and if you take much load off the boiler, it may short cycle enough to INCREASE your fuel costs, as the boiler won't be "adjusted down" to match.
