Taco RMB Adequate to Protect Non-Condensing Boiler?

My contractor is getting ready to install a Taco RMB with appropriate piping to control temps for both return and in-slab radiant temps. The boiler is a Dunkirk Plymouth Extreme and there will be a primary and secondary loop. It is a one zone 1450 square foot set up in concrete.
Many have questioned the set-up in another post and called for additional boiler control. The questions are:
1. Will the Taco RMB work and provide the non-condensing Dunkirk boiler with adequate return temp efficiently to prevent long term damage?
2. If more is needed for boiler control what would be the suggestions for maximum fuel economy
Thanks.
