Circulation problem

Called for problem of house willnot get to thermostst setting. There are 2 zones of hot water that are piped off of header whcih comes out of large steam boiler.The header is piped into the coil on the boiler which is all 1"pipe. There is a Groundfos15-42 circulator for each zone,and they sound like there running.I purged each loop,got no air.Pipes got hot when I purged that told me there is no blockage. I manually opened the check valves to make sure they weren't stuck.The water in these loops will only get to about 100deg. Also, pumps are in the right way.

Check for a clogged coil.
How is the pressure in the water zone?
Check to see if the coil has been fouled on the boiler side.
