can't get my steam heat to stay on

looking for help. I'm trying to make sure i dont spend alot of money on a problem i may be able to fix, or problem solve before money is wasted on the wrong solution. My steam heater seems to have a problem with some old school wireing. The plumber would like to "try" and re-wire the system from the second floor down to the basement. when the two wires hit the heater starts up but then it stops after a while and never heats up the apartment. with a new thermostat its not even working with the new connections. the new thermostat is round and very basic, does not need a battery. any suggestions, is this an electrical problem? any help is definalty appreciated! thanks in advance
