domestic & space heating

I just looked at an installation where a contractor used a residential water heater (Rheem Guardian 22v50f1) to provide domestic hot water, but he also installed a toe-kick heater for heat. I've read alot of info on open direct systems and was wondering if this was a similar application. The manufacturer's installation instructions were missing but the label did say it could be used for either but no where did it say both. Another interesting tid-bit was that he by-passed the thermostat on the toe-kick and wired a line voltage t-stat in its place so that he could operate a bronze body circulator. This just didn't pass the sniff test but before I'd comment, I thought I'd run it by the kings of the sport and post it on the wall. Any comments would be appreciated.

ps: I spoke with the contractor and voiced my concerns and even told him of the "Wall" and that alot of info was here about open direct systems so he may be reading....

    tank temp?

    whats the tank temperature set at?

    I see nothing wrong with a line voltage tstat, properly wired to code of course.

    Never measured the temp but the heater was set at the medium setting, so I can only assume 110-120.
