radiator cold

I live in a 4 story apt. building on the top floor with single pipe steam heat. After 2 years of the landlord not wanting to fix our one-radiator-is-always-cold problem, someone finally came out and did some things to the boiler to fix it. Everything was working great for about a week, now that same radiator is cold once again. During the initial week, though, I did have to take the air valve off a couple times for the radiator to fully heat. That doesn't work now and the radiator "pants" quite a bit. Could i have done something to screw up the radiator? Corollary: what's the purpose of the radiator valve, is there any harm in leaving it off all the time? I've read the stuff on the site (and in the forum archives) about this kind of issue, but i assume it's not some of the boiler or mains-vent related probs since a plumber was here so recently...
