leaky vent?

have a ceiling hung gas blower heater and the exhaust vent keeps leaking condensate back inside.going through the roof is a double wall pipe,4 inch,extends above the roof 30 inches,total run from heating unit to top of vent is 14-18 feet.the top of the pipe has a squirel type cap,but it is bent up and in rough shape.please help,this is driving me crazy!!!!!!!!!!
