Boiler replacement

Were planning on replacing the boiler for the 2-pipe steam system in our 1927 20-apartment building. The present boiler is a 9 section Weil-McLain No. 40, (0-40-9) with a gas/oil dual-fuel burner. Its running well, but is rather old, and the efficiency is probably not very good. The EDR of our radiators/convectors is about 4000 sq.ft. Were interested in good economy. Ive learned from the Wall that we should be considering 3-pass and low-hi-low firing. What boiler models in this size range are good?
