Radiant questions...

First off,
Dan posted some info on some pretty fancy looking radiant emitters he saw in Europe(?) like the harp one. Can I get a lead back to them please? I can't find them anymore.
Second. If I recall correctly HR has been touting the use of ceiling panels for cool AND heat. Is that right? I can see cooling with them up high but heating too? Or it doesn't matter where they are because it's radiant and it couldn't care less about gravity?
So, in other words, they would be the only emitters necessary?
What about tubing the concrete in the basement and warming it as well. Not necessary? Or maybe we like storing heat there during the afternoon when it's warmest?
I MAY have a line on my first radiant cool job, or, at this point, I have someone who is genuinely interested and willing to listen to the idea. Now, if we can get him by the price...
