Vacuum Pump & hot Condensate

I have a school with a large combination vacuum pump boiler feed system taht was recently replaced. Shortly after the installation, the vacuum pumps began to fail. In reading up on the situation, we found that the system should not operate above 160F (because of flash steam I assume?) - in any case, short of a trap maintenance program which they can't afford, cooling the condensate to this point through heat removal or water injection - are there any other options to make it work?
How do I convince the building owner these are the only options when his last pump ran for 40 years? Cooling condensate to 160F just to satisfy the pump seems wasteful - any other solutions other than finding a use for the heat?

Vacuum pump Cost vs Trap Maint.
These people should really re-assess their need for a trap maintenance program.
Why treat the symptom?
