Can OSV's go bad?

Thx for the reply ED. In that case ( w/ the filter going B4 the OSV) is there any limit as to how much head pressure you can put on an FB4 filter assy? The tank is probably a good 15 ft above the furnace/ filter location. Any idea how to check if OSV is bad? I see no signs of leakage anywhere.

Got a customer with an oil safety valve down at the furnace. Oil tank is 15ft above burner (in basement). line goes down to OSV then filter, firomatic, 3/8" nipple then burner. Seems to be getting brief hits of air when bleeding pump. I tightened up the filter housing and got another turn on the nipple going into the OSV. These things need to see a vacuum to operate, correct? Could a bad pump seal or small leak cause problems? You can "prime" the OSV w/ the pushrod on top and that seems to work ok.
