WHAT MATERIAL WOULD I USE FOR "PIT WRAP" ON UNDERGROUND STEAM LINES? I'M NOT FAMILIAR WITH THE TERM.

Pit Wrap or Pitt Wrap
is, IIRC, a Pittsburgh Corning self-adhesive membrane product, black, self-tacky and seals well. Not sure if there are other names for competition. I believe it is still available. It is not an insulation but a jacketing material.
You would not apply it directly to the steam pipe unless you were very bored and/or could blame someone else.
Typically I would specify Pitt Wrap OVER moulded cellular glass insulation (the black stinky stuff). I have used it on steam, on buried PCD ductwork and other applications. The cellular glass is adhered with high temperature cement and laced with wire to hold it, then wrapped in Pitt Wrap before back-filling.
I assume this is a re-insulation of an existing steam line, otherwise I would be specifying Ric-Wil, Perma-Pipe or other pre-insulated systems.0
