Teledyne Larrs Pool Heater

Last night I was asked to troubleshoot a problem with a brand new 400,000 BTU Laars oil fired swimming pool heater with a Beckett with 7184B Relay. Upon visual inpsection , I noticed the burner did not have a clean cut type pump(no solenoid), but the burner was packaged with 7184B cad cell relay. So as you can imagine during pre purge, flame was sensed by the cad cell relay thus sending the relay into safety.
My wonder is ...... how can we assure that packaged units, will in the future, have proper selection of relay and fuel unit either by the pool heater manufacturer or Beckett, before the unit is in stock at the wholesaler ?
