One- pipe steam main valve sputters

One-pipe steam system, old. 2-inch pipes. New main valve installed a year ago. Now continually sputters, hisses, spits, doesn't close. I did notice the boiler pressure was 3.5 psi. Replace valve? Any special type? Valve is not adjustable and is hard to get to. Small house, eight radiators. Help, please.

have the pigtail cleaned and make sure the pressureteol is turned down as far as possible0
