AFUE calculation

Does anyone know when to apply this factor when calculating AFUE? The Burnham "Heating Helper Manual" (1999 version) does not include it. The Loren Cook Company "Engineering Cookbook" (1999) has it included along with a curve showing the factor C vs. heating degree days, but with no comments about usage. I suspect that the factor is applied only when accurate local heating degree day information is not available and a multi-year regional "in the ball park" number is used. Does anyone know?
