Snow & Ice Sensor Still Has Snow?

I drove by one of my snow melt jobs today, and I'm sure that they are the envy of the neighbourhood, as the driveway was perfectly clear and dry, and we had about 8" of snow the day before. I had to back up becauce I noticed that the Uponor/Wirsbo Snow Pro 411 snow/ice sensor had about 2" of snow on it (the sensor is flush with the driveway surface)! I thought the surface of the sensor was warm enough between CWCO & WWSD to melt the snow? Any ideas?
