Are there any small (150,000 BTU) dual fuel oil/gas burners available? Or do I have to switch burners each time the dollar tanks?

Not that I know of
but if all the infrastructure is there, the burner change-out shouldn't take more than a few hours.

small dual fuel burners (75 - 385 mbh) for several years, until they went out of business. Price, particularly of the safety control, is a big factor. Control (simplest one) is about 3X cost of a complete residential oil or gas burner. Dual fuel is a different animal. Not only cost of equipment, but cost to service.
We recommend dual fuel on inputs over 840 mbh. Below that, pick a fuel, & the most efficient piece to fire it.
Yes. Fuel changeover is simple. If the burner has been set for both fuels - simply flip the switch.0
