Radiators at End of Return Loops Dont Get Hot

in THE MAIN WALL
Main floor of my home has two return loops feeding off the main. Both loops' circulators (Taco 007-F5) are connected to the same Honeywell relay stat. The last radiator at the end of each of the loops doesn't get warm. We used to have the two return loops circulators on separate stats and I could of sworn the radiators got warm under that setup. But, havent lived in the house long (1st winter) and I could be wrong. Any suggestions would be greatly appreciated.

    More info is needed, what size piping how long are the loops. How many radiators are on these loops. What has changed from before to now. Pics can and do help.
