I have a boiler that is set at 12psi, when the boiler starts to heat and when it gets to 170 degrees, the releif valve starts to pop because it gets to 30 psi. I don't understand why the pressure is rising so much. Can someone help understand.

Expansion tank
is waterlogged, and the water has nowhere to go when it expands. The fix will depend on what type of tank it is. Try the Find a Professional page of this site under Resources above, to find someone who can help you.

Pressure
More then likly your expansion tank is flooded. If you have a bladder type tank you will need to replace it. If you have the older compression type tank you will need to drain it. The pressure is rising because when you heat the water the "extra" water has nowhere to go. Best Wishes J.Lockard0
