warm floor options

Cust wants to remove a CI rad in a kitchen and warm the floor. Starting this job finally. Is removing the l&p basement ceiling and using wirsbo joist trac the best option? He does not want to raise the floor up and is putting wood floor over the old wood floor. What is the max spread for these plates to not get warm stripes?
