Radiators heating when on H/W only

I have my system set for Heating 07.00 > 09.00 & 16.00 > 23.00 and H/W from 07.00 > 23.00. during the period from 09.00 > 16.00 the radiators heat up but not to their full temp. How can I stop this ?. I've replaced both motorised v/v's with no success. Is this caused by heat going up the return pipe?.
