Cold Radiator on 3rd floor

I have 2 steam radiators in a 3rd floor apt that are not heating up while the other 4 in the same apt are working fine. I've tried leaving the air valves off and only then do they heat up sometimes. No steam squirts out of the air valve as people some have warned. Is this normal? I've replaced 1 of the 2 air valves but then it's entirely cold (not even warm, as before). There's probably nothing wrong with the pipes since the other 4 radiators in the apt are working properly. Please help.

Those pipes
most likely all come up from the basement to each radiator either individually, or they also feed radiators on the second floor.
I bet you have a pitch problem in those two pipes somewhere- possibly where they elbow in from the wall to the floor under the radiator. This would allow water to collect and block the steam. Sometimes it will also cause banging.
