Water escaping out of the boiler

I just switched to a new gas powered steam boiler from an old oil powered antique. The boiler works as expected but for some reason some of the radiators are either not getting enough heat or not getting any heat at all. Also the boiler keeps shutting down because the water keeps getting emptied. The water comes back and boiler restarts but it just keeps coming back. Also I noticed that it is spitting dirty water out of the return valve. I bleeded the pipes a few times as suggested by a neighboor. The contractor, knucklehead as he is does not know for sure what's causing it. First he was blaming the new boiler but now he's thinking that it's the piping. What do you think it is? Should I get a new contractor? Anyone you would recommend near Belleville, NJ area? I appreciate your help.
