Steam heat vs counterflow

Was called in by contractor to diagnose a one pipe steam radiator another plumber had installed for him. Porch converted to living space, cast rad removed and 1 1/4 line continued thru false floor up to steam valve and into about 14 ft. steam rad. Unable to access new line (i'm suspecting it's not pitched very well if at all.) Steam vent spewing a lot of water, main in basement pitched properly. Rad now pitched properly as well, about 1/4 per foot. Is that enough pitch for this long of a steam rad? So many things wrong at the boiler not sure where to start....Pressure set at 2PSI, with diff. @ 1 boiler was running at 3 PSI. I figure steam is screaming thru line picking up any water and preventing condensate to counterflow. Throwing it out the vent and fouling it all the time. Previous tech told contractor a non-adjustable vent was more suitable for this type rad. Contractor knows my work and I always like the higher quality adjustable steam vents (read more expensive)
Boiler return 2" wet leg with equalizer, and 2 returns piped into tees, no hartford loop, no wet leg drain, everything in "Pro-Press" copper including new supply to main. I guess my questions are:
Is steam pressure preventing counterflow or do I need more pitch for that length rad? Will return and get pressure down to 1/2 psi.
How much of boiler re-piping do I subject the homeowner to?
original installer not to be found.
