Hello,
The air vent should always be installed opposite the shut-off valve, and half way up the radiator. This is correct location for the air vent. This should cure your problem(s).Good Luck & tell your heating guy to do some reading & some research.

air valve placement
i recently had an old radiator replaced and the plumber put the air valve on the same side of the radiator as the shut off valve.
also, since it's been installed, this radiator has had water hammer. now it also is not getting hot. could the valve placement be the reason for all my problems?0 -
